In view of the Gov's recommendation of Mr B. Tanner I have kept back the Despatch I was about to send on 15680 informing him of his application for appt as a master at Queen's College.
The reasons for refusing to appoint him were
(1) that he had not a University degree &
(2) that the Diocesan School, who had paid his passage out, objected to his leaving them so soon after he had come to the Colony. (Even now he has only been in Hongkong about 18 months).
I believe there is no necessity for appointing University Candidates, if a good Candidate is forthcoming from elsewhere. The matter was discussed on 1086,
